Deemed varsities must give info: Govt

The Centre has directed the University Grants Commission (UGC) to ensure that all deemed universities diligently provide details about their recognition status and other information to state governments to enable them authenticate degrees of students going abroad.

The Human Resource Development (HRD) Ministry issued the directive to the higher education regulator last week after the Rajasthan government refused to authenticate the degrees of students granted by deemed universities operating in the state, complaining that they were not cooperating and sharing information required for process.

“The ministry has taken serious note of the Rajasthan government’s complaint and asked the UGC secretary to extend all support to the state government in this regard. The commission has also been asked to issue a directive to all deemed universities to ensure that state governments do not face such difficulty and students also do not suffer in such circumstances,” official sources told Deccan Herald. A student, going abroad either for the purpose of employment or higher education, has to get his degree, diploma or any other educational certificates authenticated by the government of the states, where they completed their programme, as most of the countries have listed it as one of the necessary prerequisites for processing of visa applications.  On receiving applications from students, the state governments authenticate their degrees verifying the details about the universities which granted them.

However, officials in Rajasthan found it difficult to obtain information from deemed varsities and finally decided to stop authenticating degrees issued by them.

Rajasthan has the highest number of universities (64) in the country. Of them, eight are deemed universities, run by private entities. Since they are set up with the approval of the UGC, the state government do not have any control over them.

“Recognition status of deemed universities can not be ascertained by the state government. Presently, the department is asking for documentary evidence in support of UGC approval of the university and approval of concerned statutory body for conducting that programme under regular or distance mode,” Chief Secretary of Rajsathan C S Rajan said in his letter to the HRD Ministry. “The state government is not in a position to check the validity of the degree. Hence, it is not possible for the state government to authenticate the documents pertaining to deemed universities. Kindly issue suitable instruction to the UGC for authentication of educational documents by deemed universities,” Rajan informed the Ministry about the state government’s decision.
