HC stays blacklisting of BBMP contractors

The High Court on Thursday granted a stay on the letter by BBMP Chief Engineer (projects) blacklisting the Palike contractors, who were believed to be involved in the fake bill scam in Malleswaram, Gandhinagar and Rajarajeshwarinagar Assembly constituencies.
As many as 13 BBMP contractors had approached the court seeking stay on the chief engineer’s letter blacklisting them and thereby barring them from participating in tender process.
The petitioners have challenged the letter, dated November 16, 2015, written by BBMP’s chief engineer (projects) to the authorities concerned stating that 32 contractors, including the petitioners, are facing criminal cases and that they should not be permitted to participate in the tender process.
The petitioners have contended that they have not been given any opportunity to be heard before they were blacklisted.
The petitioners are G S Shivaswamy, M Nagesh, L Mahesh, K S Bharath, C Lakshmi Narayana, M Manjunath, C P Umesh, T G Suresh, M Naveen, C G Chandrappa, N C Nagaraj, R Chandrappa and M D Shivakumar.
Hearing the petition, Justice Anand Byrareddy ordered notice and granted stay on the letter.
