PMO seeks report on plaint against Mysore varsity VC

 Taking cognizance of the complaint it has received against the University of Mysore vice chancellor K S Rangappa who is facing several charges, the Prime Minister’s Office (PMO) has asked the departments concerned to furnish a report at the earliest.

K S Shivaram, president of the Save Universities Forum, Mysuru, had written to the PMO on December 14 urging Prime Minister Narendra Modi not to share the dais with Rangappa during the Indian Science Congress 2016 to be held in Mysuru between January 3 and 7. 

Rangappa has been indicted by the one-man fact-finding committee of Justice Bhaktavatsala for the several irregularities during his tenure as the vice chancellor of Karnataka State Open University (KSOU). 

Governor Vajubhai Vala has also asked KSOU to file criminal charges against Rangappa and others under the provisions of the Indian Penal Code (IPC) and the Prevention of Corruption (PoC) Act.

Following the PMO’s missive, the Department of Personnel and Administrative Reforms (DPAR) has written to the Higher Education department to give its opinion on the matter.
In a letter dated December 17, Paramesh Pandey, Principal Secretary, DPAR (Janaspandana) asked Bharat Lal Meena, Additional Chief Secretary, the Higher Education department, to look into Shivaram’s complaint and furnish an opinion. 

When contacted, Meena said he was yet to give his opinion as his office had not received either the Bhaktavatsala report or the Governor’s directive for action against Rangappa.

“Despite repeated requests, we have not received a copy of the report from the Governor’s office. It will be very difficult for me to furnish my opinion without verifying facts. There is nothing on our record that Rangappa has been indicted,” he said.

This is the second time that Meena’s office has been asked to furnish such a report. Earlier, when President Pranab Mukherjee was scheduled to inaugurate the centenary celebrations of the UoM, the department was asked to ascertain the veracity of the complaints against Rangappa. “At that time, Bhaktavatsala had not yet submitted his report. I had given a report stating that there are no charges against Rangappa. This time, however, I will look into the report and furnish my opinion in a few days,” he added.

In his complaint, Shivaram has pointed out charges against Rangappa. The VC had come under the scanner for plagiarism of research articles; favouritism and nepotism while admitting his son to the five-year integrated MSc course in Molecular Biology at Yuvaraja’s College, Mysuru; and PhD examination malpractices. These charges are being looked into by the Governor and the Lokayukta. 

Shivaram has urged Modi to direct Governor Vala to initiate action against Rangappa as per the provisions of the Karnataka State Universities Act.
